A Rust library that embeds dated statutory employer-contribution changes by country: rates, annual caps, thresholds and floors. Each change carries its effective date, legal status, the source URL, a verbatim quote and the date the source was read. The dataset ships inside the crate: no network access, parsed once on first use. Code under MIT.
