Notice CSV to JSON Lines

Notice CSV to JSON Lines converts local county-notice source notes into one JSON object per CSV record. It keeps cell values as text, including leading zeroes and surrounding spaces. The required column names are county, source_url, quoted_text, read_date and open_question; extra named columns remain in the output. It checks header names and record widths, skips blank records and reads the full CSV before writing any JSON. It reports parsing errors to standard error. The Python standard library supplies its dependencies. It makes no network requests. Source, usage instructions and the MIT license are available in the downloadable package.
